摘要
代建制作为政府投资项目的主要建设模式,在我国场馆设施建设中已有一定实践,并具有其必然性。在分析场馆设施代建的特殊性、制度创新及其法律性质的基础上,结合我国场馆设施代建实践中存在的问题,提出加大场馆设施代建实施力度、借鉴与推广奥运场馆设施代建经验、优化代建费用制度,以吸引专业代建主体、系统规划场馆设施代建项目的后期运营问题、完善场馆设施代建的激励与约束机制以及风险分散机制等推进场馆设施代建工作的建议。
The agent - construction as the major construction mode of the public project has applied on the construction of the sport facilities and has its inevita- bility in that field. On the basis of analyzing the particularity, the system innovation and the legal nature of the sport facilities, the paper put forward some suggestions such as intensifying the implementation of the agent - construction, studying and promoting the experience on the Olympic venue and facilities, adjusting the cost system to attract the professional agent, planning the post - game operation and perfecting the mechanism of the incentive and bound as so as the mechanism of the risk spreading to promote the agent - construction of the sport facilities, which connected with the existing issues in practice.
