摘要
海洋政策是国家出于开发海洋或者保护海洋的目的,出台的一系列涉海的措施、办法、条例乃至法规总称,是有关海洋的公共政策。按其不同的标准,有其不同的分类。我国制定海洋政策的主体呈现多层次、多主体的特性,其海洋政策的制定还有待进一步提升。
Marine policy,a public policy on sea,is some measures,regulations,rules and law made by the state in order to develop marine economy or protect marine environment.According to different standards,there are different classifications of marine policy.China＇s marine policy-making is involved at different levels and in different departments.Therefore,there is considerable room for improvement on our marine policy-making.
