摘要 公共管理人员作为公共问题的处理者、公共服务的供给者存在着诸多的角色转换的需求,诸如领导者与被领导者角色的转换、决策者与执行者角色的转换、公职角色与社会角色的转换等等。这些角色转换不好,就有可能引发公共管理角色的冲突,造成公共管理活动的失误甚至失败,进而招致社会资源的流失和对公共管理者及公共管理部门形象的损害。处理好多种角色的转换是公共管理活动导向公共利益的基本保证。 Public managers who deal with the problem as a public, public service providers, there are many role reversal scenario, such as the leader and the led role of conversion, the role of policy makers and implementers conversion, role and social role of public conversion and so on. Handle a variety role in the conversion of public management activities, the basic guarantee of public interest--oriented.
