摘要
在对公共服务的概念、政府公共服务职能以及政府公共服务绩效评价的研究现状进行简要回顾的基础上,构建了涵盖基础教育、公共卫生、科学技术、社会保障、公共设施、环境治理6个方面19个具体指标的省级政府公共服务绩效评价体系。选取《中国统计年鉴2010》中31个省级政府的数据,运用因子分析法,比较和发现各地区政府公共服务绩效水平及其差距,进而提出相应的对策建议。
Base on briefly reviewing the concept of the public service,the government＇s public service functions and the evaluation of the government＇s public service performance,this paper builds an evaluation system of government＇s public service performance,including 19 specific targets which covers 6 aspects： basic education,medical care and health,science and technology,social security,public facilities,environmental protection.Selecting the data of 31 provinces from Statistical Yearbook of 2010,using factor analysis,the paper compared and found out the he performance level and the differences between each province and put forward some countermeasures.
