摘要
建设服务型政府是我国行政改革和行政发展的基本目标。服务型政府是一种服务导向的政府管理模式,它重新调整了政府与市场、社会的基本关系,并提供了一个社会主体交往的制度平台。这一制度平台是由正式制度和非正式制度构成的一个制度结构。在我国服务型政府建设过程中,我们在充分重视正式制度建设的同时,还要重视非正式制度建设,合理处理二者的关系。
It is the basic goal of administrative reform and development in China to build the service government now. As a government management model for service orientation,service government can not only readjust the relation between the government and the society,but also provide a system platform for the intercourse of social subject. The system platform consists of formal institution and informal one. Great attention shall be paid to formal institution and informal one which will affect government public service when the service government is built. It is necessary to explore the evolution path of informal institution of service government.
