摘要
随着我国现代化建设和特色城镇化进程的快速推进,土地城镇化以土地国有化和强制征收为主要特征不断侵犯农民土地合法权益。土地发展权界定不恰当、征收程序不规范、征地补偿不合理等诸多弊病,导致恶性征地拆迁事件、土地财政腐败等问题频发,削弱了经济发展的动力,严重损害了国家与农民的关系,破坏了社会稳定大局。此外,土地过度城镇化,严重危及国家粮食安全。因此,规范和完善土地城镇化进程中的农村土地征收补偿问题极其重要,是再次促进农村经济快速发展的必由之路,也是建设社会主义新农村的题中应有之义。
As rapid development of China＇s modernization and characterized urbanization process,land urbanization encroaches farmer＇s legal land rights in the forms of land nationalization and expropriation.Fuzzy definition of land property right,understandard expropriation procedure and unreasonable compensation,lead to malignant demolition events and land financial corruptions,weaken the motive force of economic development,seriously damage the relation between the government and farmers as well as the social stability.In addition,excessive land urbanization seriously endangers national food security.Therefore,to standardize and perfect land urbanization process of rural land expropriation compensation is extremely important and is the only way to promote the rapid development of rural economy,and is the due connotation of building a new socialist countryside.
