人力资源的不足，不仅导致“看病难”，也是制约医疗服务品质提高的极大的不利因素。
One of the most important features of healthcare service is that its content and form is highly distinctive or individualized,which means that the different characteristics of patients must be taken into consideration.Obviously,healthcare service industry cannot cut down the number of workers to increase efficiency by developing streamline procedure like the manufacture industry.Instead it has to recruit more human resource.In China,however,one of most urgent problems is the lack of human resource.
