摘要
非公有制林业的作用日益显现,黑龙江省国有林区的非公有制林业也获得了长足的发展。按照经济运行机制,国有林区非公有制林业要在运行主体、运行目标和运行环境上协调一致,同步发展。但是,非公有制林业的运行还存在运行环境上的一些体制性障碍,需要在改革林地使用制度、税费减免、完善活立木市场、改革林业投资政策、制定落实鼓励措施和加强林业文化建设等方面,采取有效措施予以破解。
The effect of non - public owned forestry is becoming more evident, and the non - public owned forestry in Heilongjiang province has also achieved considerable development. Non -public owned forestry should develop simultaneously and act in concert on the operating main body, the operation targets and the operation environment. But, there are ＇still some system obstacles in non -public owned forestry, which need to remove by effective measures such as reforming the institution of forest land use, cutting the tax, improving the standing forest market, reforming the investment policies, carrying out the policy measures for encouraging and enhancing the construction of forest culture.
