对地勘单位富余人员转产问题的浅议

摘要 本文认为地勘单位富余人员逐年增加的根本原因在于地勘资金不足和队伍结构不合理;目前转产中存在的主要问题是:转产人员年年变化,流动性大,转产资金不足;主管部门对转产工作缺乏统筹规划和长远安排;转产工作管理不善,经济效益不高。文章认为,转产要考虑当前国家产业结构调整政策;注意从地勘单位的实际情况出发;并考虑本地区经济发展战略。 The authors deem that fund shortage and irrational organi-zahon structure are the basic causes for the yearly growing number of surplus workers and staff in geological prospecting units. The major problems now existed in business shifting can be catalogued as follows: unstability and mobility of workers engaged in diversified business; insu-fficient capital for diversification, lack of overall planning and long-term arrangement from administrative organs, poor management and low economic results of diverfied business. The essay stresses that the orientation of diversification should be in line with the state's policies concerning readjust-ment of the industrial structure, the actual conditions of the geological prospecting units as well as the local economic development strategy.
