摘要
法治政府作为现代政治文明的重要载体,既具有国际相关性,又具有国情特殊性。法治政府建设中的价值取向决定着政府的类型和功能——不同的价值取向不仅会导致不同的政府结构和行政模式,而且会影响法治政府建设的成败,影响我国社会主义现代化建设的进程。以当今世界的时代潮流和各国民主法治的正反经验为依据,结合我国的特殊国情和发展阶段,我国在推进依法行政、建设法治政府的过程中,应当坚持有限行政、诚信行政、服务行政和责任行政的价值取向。
Government with rule of law as an important carrier of modern political civilization has international relevance and particularity of national conditions. Construction value orientation of government with rule of law determines type and function of the government. Different value orientation will not only lead to different government structure and administrative construction and affect the process of China~ socialist modernization. Based on the trend in today~ world and the positive and negative experiences of each countryg democratic rule of law, connected with Chinag special conditions and the actual stage of development, China should insist on value orientation towards limited administration, credit administration, service administration and responsible administration in the process of promoting the administration according to law and the construction of govern- ment with rule of law.
