摘要
国务院于2011年10月发布的《关于加强环境保护重点工作的意见》明确要求大力发展环保产业的同时,又以发展环境服务业为重点。其中特别指出:"着重发展环保设施社会化运营、环境咨询、环境监理、工程技术设计、认证评估等环境服务业。鼓励使用环境标志、环保认证和绿色印刷产品。"为落实国务院文件精神,将环境标志、环保认证和绿色印刷工作推向新的高度,本文研究提出以下战略性举措:第一,加强环境标志工作,积极引导可持续消费,促进节能减排目标的实现;第二,规范环保认证市场,提升环保认证水平,增强环保认证的信任度;第三,推进实施绿色印刷战略,促进印刷行业发展方式的转型与升级。
The development of environmental protection industry and the environment service industry has become to be one of the focus based on the state council regulation just promulgatedin October 2011,this study asked the following strategic initiatives:First,strengthen the work environment labeling,and actively guide sustainable consumption,promote energy consumption and pollution reduction targets;Second,the environmental protection standard authentication market,improve environmental authentication level,increase the confidence of the environmental authentication;Third,to promote the implementation of green printing strategy promote the development of printing industry transformation and upgrade of the way.
