摘要
随着我国现代远程教育的迅速发展,法律规制的缺失越来越成为其面临的一个突出问题,立法已经成为现代远程教育继续发展的基本需要。我国现代远程教育立法缺失有两个重要原因:一是理论研究对于立法实践的支持力度不够;二是现代远程教育立法的现实困境难以突破,所以,我国现代远程教育立法目前急需解决理论架构和实践策略两个关键问题。现代远程教育立法应着重构建三个方面的基本内容,即现代远程教育立法的宗旨、现代远程教育立法的基本原则、现代远程教育的相关法律规定。
With the rapid development of China＇ s long - distance education, the defect of law and regulations has become one prominent problem that we are facing now. Making legislation has already become a basic need for further development of modem long - distance education. Now there are two major problems causedlegislation deficiency of China＇ s modem long distance education. First is the insufficient theoretical research support for legislation practice. Secondly, it is difficult to break through realistic predica- ment of legislation of modem long - distance education. Therefore, theoretical framework and practical strategy are two main problems which need be solved urgently for modem long - distance education legislation of China currently. There are three basic aspects need be focused on legislation of modern long - distance education, which are the purpose, basic principles and relevant legal provisions of modem longdistance education.
