摘要
率先基本实现现代化是党中央对江苏发展的明确要求和殷切期望,目前江苏已具备基本条件。但是,基本现代化是在小康社会基础上质的全面提升,而不是量的简单扩张,因此,江苏当前要做好"两个率先"的衔接工作,坚定不移地推动"第一个率先"向"第二个率先"的跨越。"政策和策略是党的生命",江苏要制定并实施更加切实有效的产业政策、财税金融政策、科教人才政策、生态补偿政策等,从而在全省范围内顺利推进"第二个率先"。
To take the lead in realizing modernization is the CPC Central Committee＇s requirement and expectation of Jiangsu＇s development. And currently Jiangsu is ready to achieve this goal. However, modernization means a comprehensive escalation of a comparatively well-off society rather than the simple expansion in economic volume. Therefore, currently Jiangsu should pay particular attention to the sequence of the two takethe-leads, achieving the aim of taking the lead in modernization on the basis of taking the lead in building Jiangsu into a well-off society. Since ＂policy and strategy are the life of the Party＂, Jiangsu should formulate and implement more effective industrial, financial, talent, and ecological compensation policies to safeguard its lead in modernization.
