摘要
本文以当前中国超大城市中具有不同人口结构特征的北京、重庆、成都为例,试图通过比较三个城市在城乡统筹发展过程中的政策和实施效果,找出一些可资借鉴的流动人口服务管理创新思路,以推进全国的社会管理创新。
The problem above results from the isolated urban-rural social management to a great extent, so it is argued that planning the urban and rural development as a whole is the solution to ＂ urban-rural dualistic social structure＂. Based on three cases of Beijing, Chongqing and Chengdu, the megacities with the distinctive population structure, this paper puts forward the innovative and regular thoughts of the service and management to rural immigrants by comparing the urban-rural development policies of the three cases and its implementation effects. So the countrywide social management is hopeful to be promoted essentially.
