摘要
二十世纪初期,在"西学东渐"的影响下,我国旧式的藏书楼开始向新式的近代公共图书馆转型。很多学者认为中国近代藏书楼孕育出近代图书馆,但他们中的大部分并不认为皖省藏书楼是中国第一个公共藏书楼。文章以皖省藏书楼成立之初颁布的《皖省藏书楼开办大略章程十二条》为据,从办馆宗旨、藏书建设、经费及人员等方面来验证皖省藏书楼的公有性质,并得出皖省藏书楼是我国较早出现的近代意义上的公共藏书楼之结论。
In the early twentieth century, influenced by the Western civilization, the Chinese old-style bibliothecas began to be transformed into modem public libraries. Many scholars believed that the Chinese modem li- braries were derived from the old -style bibliothecas, while some other scholars still think that the Anhui Provin- cial Bibliotheca can never be regarded as one of the first public libraries of China. Based on the Twelve Charters on Establishment of Anhui Provincial Bibliotheca, the author of this article has tested and verified that the Anhui Provincial Bibliotheca possessed the features of a public library from the following aspects ： the purpose of running the library, the construction of book-collections, the funds obtained, the personnel employed, and concluded that the Anhui Provincial Bibliotheca was by every means an early-emerged public library in the modem sense.
