摘要
湖北省自然资源较丰富，但在开发利用过程中仍存在一些自然障碍和体制障碍，这在一定程度中阻碍了自然资源优势向经济综合实力优势的转化。本文对这些问题作了探讨并提出了适合湖北省资源开发利用的面向２１ 世纪初的战略。
There are rich natural resources in Hu bei province. However, there are still some natural barrier and system barrier in the process of development and utilization. To some extent, it hinders the transform from the advantage of natural resources to economic comprehensive advantage. The paper puts forwards the strategies being suited to development and utilization of Hu Bei province in the 21century.
