摘要
完善康复服务网络,全面开展社区康复服务是我国残疾人事业"十二五"发展的重要任务。通过分析社区康复服务的理念和发展瓶颈,文章提出了以保障残疾人人权为内核,提高残疾人生活能力,增进残疾人社会融入,由多部门通力合作,最终实现2015年残疾人"人人享有康复服务"目标的行动策略。
Improving the rehabilitation network, carrying out community rehabilitation services, and enabling every disabled man to have access to rehabilitation services are important tasks of the 12th five-year plan for the dis- abled. By analyzing the concept of community rehabilitation services and bottlenecks in development, this paper presents some action strategies based on the human rights of disabilities, which are devoted to improving life skills and promoting social integration through multi-section cooperation, in purpose of ultimately realizing ＂rehabilitation services for everyone disabled＂ for the in 2015.
