摘要
城市化进程中乡镇体育公共服务水平与农民生存环境及体育权益密切相关。通过对广州市花都区新华街实地考察,发现花都区乡镇体育公共服务呈现出以下特点:管理日趋规范;服务意识日渐增强;领导参与意识与体育公共服务水平有直接关联;经济基础仍是体育公共服务水平的决定性因素。城市化进程中乡镇体育公共服务存在的问题有:体育场馆建设用地已成为大众体育发展新的瓶颈;政策扶持中出现扶强不扶弱现象;农民素质与收入增长未保持同步;外来工成为新的体制外居民;引导和利用社会力量经验不足。
In the urbanization process,the level of public services in rural sports is closely correlated with the farmers＇ living environment and sports rights.The paper,taking Guangzhou as a case study,hopes to provide help for other areas of the country by studying the experience and problems in Guangzhou in terms of its sports public services.On-the-spot investigation of the Xinhua Street,Huadu District of Guangzhou reveals the following characteristics of rural sports public sports services： the management is increasingly standardized;the sense of service is strengthened;the participation sense of leaders has a direct relation with the level of public sports services;economic foundation is still the decisive factor in the level of public sports services.There are still some problems in rural sports public service in the urbanization process： the land for venue construction has become a new bottleneck for the development of public sports;there is a weird phenomenon of supporting the strong ones not the vulnerable ones in policies;the farmers＇ quality is not synchronized with their growing earnings;migrant workers have become the new inhabitants out of the system and there is a lack of experience in guiding and utilizing social resources.
