摘要
近年来,检察委员会制度改革取得了重大进展,但仍多局限于具体的工作程序层面。要切实解决检察委员会议事程序启动随意性大和决策过程形式化严重两个问题,应从整个检察决策体系中定位检察委员会制度改革。为此,应控制检察院党组成员在检察委员会中所占比例、改进案件流程和文书设计、设置检察委员会"主任委员",以及推行讨论研究案件控辩模式等。
Reform of the procuratorial committee system has been made great progress in recent years,but it is still focus on the specific-and-micro plane.To resolve the two questions,the great spontaneity to start procedure and a formalization of the decision-making process is seriously,should reform the procuratorial committee system in view of procuratorial decision-making system.With this,we should pay attention to proportion about members of the Party group,reform the flow management of case and designing of document,set chairman of the procuratorial committee,and practice the model of the accusing and the defending,and so on.
