摘要
目的:为解决基本药物短缺问题提供参考。方法:结合基本药物短缺现状,分析其产生的原因,并提出解决办法。结果:基本药物缺失的表面原因在于一些价格低廉的基本药物利润微薄导致生产、经营企业利润亏损,深层次原因在于药品流通、使用中的技术成本易被忽视,药品定价机制不合理。结论:政府应制定科学、系统的基本药物定价办法,设定合适的差价率控制其最低零售价,以保证整体药物供应产业链各个环节有足够的运作利润;还应加强基本药物的普及、教育,更正错误的用药观念。
OBJECTIVE：To provide the suggestions to solve the problems for the shortage of essential drugs.METHODS：According to the current situation of the shortage of essential drugs,the cause of it was analyzed to put forward solutions.RESULTS：The apparent cause was the small profits of low price essential drugs led to less in production and trade enterprises,but the underlying one was the technology cost of drug circulation and use were easy to be neglect and drug pricing mechanism was unreasonable.CONCLUSIONS：The government should formulate scientific and systematic essential drug pricing method and set appropriate price deduction to control the minimum retail price to ensure the enough profits of all the integral drug supply chains.The government should enhance popularization and education of essential drugs and correct the conception of drug use among the public.
