摘要
以三峡库区"生态环境"的约束为切入点,对移民后扶工作的思路进行重新安排和重构。将多功能农业视为移民后扶的重点领域加以发展,以解决传统产业支撑乏力、新兴产业起色不大、移民就业缺乏依托和生态缺乏面上治理等关键问题。农业的产出功能可以向适度规模的高端产品发展,摒弃重复低端的大宗作物,尽显库区山地农业的"名特优"特征,而农业的生态环境效应则尽可能地与库区流域丰富的旅游资源结合起来,为"景区、景点和精品旅游线路"提供优美的环境依托;同时,将多功能农业的产出与库区旅游资源的开发相结合,发展田园休闲度假游,打捆延长产业链条。即将产出的"名特优"农产品,借助新兴产业的引进将其加工为独具山地特色的旅游产品。
Taking the restriction of ＂ecological environment＂ in the Three Gorges Reservoir Area as the starting point,the ideas of after-immigration help were rearranged and reconstructed.Multifunctional agriculture was arranged as the priority areas of after-immigration help to develop so as to resolve the following key issues,such as the weak support of traditional industries,the little improvement of emerging industries,the lack dependence of immigration employment and the lack surface treatment of ecological environment.The agricultural output should develop towards the high-end products of appropriate scale,and abandon the repeated and low-end staple crop,in order to present the ＂famous high quality＂ characteristics of mountainous agriculture in the Three Gorges Reservoir Area.However,eco-environmental effects of agriculture should be as much as possible combination with the rich tourism resources of the reservoir basin.Thus,a beautiful environment was provided for ＂scenic,tourist attractions and fine line＂.At the same time,combination between the output of the multi-functional agriculture and the development of reservoir tourism resources would occur.Consequently,rural leisure travel was developed and strapping industrial chain was extended.Namely,the output of the ＂famous high quality＂ agricultural products was created for unique tourism products with mountain characteristics through the introduction of new industries.
