摘要 和平与发展已成为当今世界的两大主题,然而,由于各种矛盾所引发的地区性冲突和局部战争却从未中断,大规模杀伤性武器,尤其是生物武器被使用的事实和可能性一直存在,这对全球所有地区构成了现实的威胁。近年来相继发生的几起生物恐怖事件印证了这一点:1995年3月由奥姆真理教发动的东京地铁"沙林"事件,
