摘要
建立适度水平的社会保障体系是维持经济社会正常发展的重要保证。一般来说,影响社保水平的决定性因素主要是社会经济发展水平、文化传统和普遍性的价值理念以及分配制度等;考察一个社会社会保障水平是否适度,必须建立起一个涵盖社会保障支出水平、在职劳动者负担水平、制度覆盖面、失业率等大量具体内容的指标体系来进行衡量。
Establishing the social security system is an important guarantee for the maintenance economic society normal development. Generally speaking, the determining factors of social security level are the economic development, the cultural tradition and so on. We must establish indicator system of covering massive actual contents, such as social security expenditure level, affordability of service workers, the system coverage, the unemployment rate and so on, to carry on the consideration whether the disbursement on social security are suitable.
