摘要
"亚当.斯密问题"是伦理与经济的统一问题,而在经济社会的许多领域伦理与经济往往是分离的。要实现伦理与经济的统一,可以有多种途径和方式,而政府的管制经济政策具有纠正两者分离的功能。制定和实施管制法规要有前瞻性与后顾性,对违反管制法规行为的惩罚要有科学性,其目的是填补管制的空白、堵塞管制的漏洞以及管制法规对有悖伦理行为的惩罚。
＂Adam Smith Problem＂ in fact is the problem of the integrity of moral and economy.However,the above two are often separated in many fields of economic society.Ways and methods to realize the integrity are various and government＇s controlled economic policies plays the very important role in correcting the separation.The law making and implementation of the control should be prospective and with no rear disturbance.The penalty must be scientific with the aims of filling up the gap,plugging up loopholes and limiting behavior against moral.
