生态文明是人类文明形态和文明发展的重大进步。生态文明建设的基础因素是人口,人口问题对生态文明的建设和发展有着重要影响。合理调控人口过快增长、提高人口素质以及建立健全相应法律机制,是建设生态文明的必要措施。
Eco-civilization is an important progress of human civilization form and development. Population is one of the basic fac- tors of Eco-civilization development, which exert an important influence on the development of eco-civilization. Rational regulating the overgrowth of population, improving population quality, perfecting the legal mechanism are the necessary measures for the development of eco-civilization.
