摘要
研究目的:深入分析开发区土地集约利用潜力的内涵,利用新的指标衡量开发区土地集约利用潜力,为不同开发区之间的潜力比较提供较为科学的参考依据。研究方法:机会成本法,比较法。研究结果:按国家规定的测算方法计算出的开发区土地集约利用潜力只考虑了面积潜力,不能完全反映土地集约利用潜力的全部内涵;提出了衡量开发区土地集约利用潜力的新指标——总潜力效益和总潜力指数,以经济效益指标统一量化了土地集约利用潜力的价值。研究结论:开发区的土地集约利用潜力与开发区土地资源的配置状况和整体经济发展情况有关;在进行开发区土地集约利用潜力评价的过程中,应综合评价开发区的土地集约利用总潜力效益。
The purposes of this paper are to analyze the connotation of the potentiality of intensive land use in development district, measure the potentiality of intensive land use with new indicators, and provide more scientific references for comparing the differences among the development districts. Methods employed were opportunity cost theory and comparative analysis. The results indicated that the potentiality of intensive land use calculated by the standardized national methods only takes into account of the area potentiality, ignoring the fully connotation of intensive land use. The paper proposed two new indicators, i.e., the general potential revenue and the general potential index, to measure the potentiality of intensive land use in development districts, and quantified the value of the potentiality of intensive land use through economic indicators. It is concluded that the potentiality of intensive land use in development districts is related to the allocation status of land and the overall degree of economic development.Furthermore, the proposed comprehensive evaluation should be used for the total potential revenue of intensive land use in development districts in the future.
