摘要
设计变更管理是海外油田建设项目合同管理的核心内容,涉及项目管理的各个方面。由于详细设计技术复杂、周期长、对其他建设阶段的影响重大,工作涉及多个界面,因此需要科学严谨的设计变更管理程序。基于伊拉克艾哈代布油田详细设计变更管理实践,总结了详细设计变更的范围和成因;变更依据的类别和确认方式;变更建议书的内容和作用。通过分析变更管理程序中存在的问题,提出了有效实用的详细设计变更管理程序,明确了变更的指令来源、变更建议书的内容、变更启动的时机、设计分包的变更管理等关键环节,对后续项目执行提供了经验,对提高海外油田建设项目合同管理水平具有积极意义。
The design modification management was the essence of the contract management of overseas construction projects,involved with all aspects of the project management.Particularly for detailed design,due to its technical complexity,long term period,and multiple coordination interfaces,a scientific and precise procedure was required.Based on the detailed design modification management practice for AHDEB oilfield in Iraq,the range and cause of detailed design modification,categories of modification basis,as well as contents and functions of the modification proposal were summarized.The effective and practical detailed design modification management procedure was provided,command source of modification,contents of the modification proposal,timing of the modification implementation,modification management of the subcontract were clarified on the basis of the analysis of the problems in the modification management procedure.This detailed design modification management procedure experiences could be provided for future projects.
