摘要
2010年山西省政府在全省实行地表水跨界断面水质生态补偿考核,2011年又对该考核机制进行了修订。叙述从考核断面、考核标准、监测机构、监测频次及时间、扣缴或奖励情况及基数等5个方面对考核机制继续加以改进的建议。
Ecological compensation assessment mechanism of cross-section surface water was implemented in Shanxi provincial in 2010,and was revised in 2011.This paper gives some advices about the improvement of the mechanism from the following five items,such as the evaluation section,assessment criteria,monitoring institution,monitoring frequency and time,withholding or incentives of ecological compensation,withholding or incentives base.
