摘要
农民工养老保险关系转移接续难直接损害参保人的利益,影响我国城市化进程,影响整个社会保障制度的建立,进而影响整个社会的和谐稳定。因此,我国应在不改变现行基本养老保险制度的前提下,颁布统一的农民工养老保险法。农民工在转移养老保险关系时可以一并转移其个人账户及其统筹基金,改革农村养老保险制度使其与城镇职工养老保险制度对接,以便于农民工养老保险关系在城乡间顺利转移接续。
The difficulties of tansferred and continued peasant workers＇ social pension insurance has directly damaged insurance applicants＇ interest, which will bring negative influence on not oly urbanization but also the harmony and stability of the society in China. Therefore, we should not change the current social pension insurance system. Further more, taking that as premise, we should issue the law for peasant workers＇ social pension insurance. When transferring their insurance, peasant workers can transfer their accounts as well as the fund at the same time. Through reform, we should make social pension insurance systems, rural or urban, connected with each other, so as to help peasant workers transfer their social pension insurance between urban and rural areas.
