摘要
长江流域综合规划是指导今后10～20 a长江治理开发与保护的纲领性文件,全面把握其内涵,对促进长江水利科学发展意义重大。简要介绍了长江治理开发与保护现状及存在问题、规划修编的必要性及工作过程、总体规划、规划主要工作内容,深入分析了规划实施中应把握的重要问题和需深入研究的难点问题,以期使流域综合规划能更加全面、科学地指导长江水利事业的发展,从而支撑和保障长江流域乃至全国经济社会的可持续发展。
The comprehensive plan of Yangtze River Basin is the guiding document of the regulation, development and protection of Yangtze River in the next 10 to 20 years, so comprehensively grasping its connotation has great significance for scientific development of water conservancy of Yangtze River Basin. The situation and problems in regulation, development and protection of Yangtze River are introduced briefly, so are the necessity of the plan revision, the working process, general plan and main content of the plan. The key issues and difficulties in the implement of the plan are further analyzed so that the water conservancy issues of Yangtze River Basin will develop in a scientific way using the comprehensive plan as a general guide. Therefore, the comprehensive plan will play a supporting role in the sustainable development of Yangtze River Basin and national economy and society.
