摘要
从根本上说,政府失灵源于政府的能力失灵。当前,我国政府失灵的能力根源可以归纳为效率性能力的流失、合法性能力的缺失、有限性能力的丧失、公共性能力的偏失和权威性能力的迷失等五方面。据此,探讨破解"政府失灵"命题的能力策略,应当明确政府职能边界,实现能力流失治理以及规范而不断创新的行政制度变迁,有效提升政府能力。
Government failure originates from the failure of government capacity. At present, the capacity problem of government performs as the shortage and loss of efficiency, validity,publicity,limit and authority. Accordingly, discusses crack ＂government failure＂ proposition, it shall define the ability strategy government functions, the ability to implement the boundary loss management and standardized and constant innovation of administrative system, enhance the ability to change the government.
