摘要
通过组织专题调研,深入了解基本药物制度实施后安徽省出台的相关政策、规定及其执行情况,对安徽全面实施基层医药卫生体制综合改革情况进行回顾和总结,分析实施基本药物制度前后基层医疗机构经济运行情况,总结目前财政补偿的成功经验和主要做法,剖析财政补偿中热点、难点问题和存在的不足,提出建立科学长效的基层医疗卫生机构合理补偿机制的意见和建议,促进各级基层医疗卫生机构健康发展,保障政府办基层医疗卫生机构的公益性质。
We summarized the practice of basic drug system in Anhui Province by organizing specialized survey, and analyzed the current status of grassroots medical organizations after basic drug policy. We summarized the successful experiences and practices of financial reimbursement, pointed out the problems, and proposed to build long-term scientific reimbursement mechanism.
