摘要
伴随着农村税费改革和合村并组运动,村委会出现了"无钱理事、无人理事"的新局面,由此形成了村民自治内在的"成长的烦恼"与"发展的困境"。在探索这一问题的解决之道中,社区自治是一种有益的形式。在村委会工作陷入困境的当下,进行农村微观组织再造,成立社区并探索适合于各地的模式,实行社区自治,具有推广性价值,有利于提升村民自治水平。
With the reform of rural taxes and the movement of villages＂ merger into groups, the village committee is faced with a new situation ＂no money, no director＂ ,thus the problems of ＂growing pains＂ or ＂development dilemma＂ inherent in villagers＇autonomy have come into existence. In the exploration of the solution to them,community autonomy is a beneficial form. In present situation when village committee has fallen into trouble, it will be of applied value and beneficial for enhancing the level of villagers＂ autonomy by reconstructing rural micro organizations, setting up communities to explore modes suitable to local conditions and implementing community autonomy.
