摘要
网络信息技术的迅猛发展,网络舆情的大量涌现,给政府执政能力提出了新的考验。所谓政府网络舆情能力,就是政府借助网络舆情,来有效实施公共管理的一种综合性的执政能力。它包括政府同新兴媒体打交道、掌握网络技术、网络事件应急处理、舆情热点发现、网络舆情汇集、舆情公众预警、网络民意回应、舆情判断研究、舆情引导控制、网络监督管理等能力。当前,各级政府应充分认识提升政府网络舆情能力的现实必要性。
With the rapid development of information technology,there is an increasingly number of network public opinions,which poses a new challenge for the government.The governmental coping capacity of network public opinions refers to the governmental comprehensive ability to effectively implement a public administration with the help of network public opinions.It includes the following governmental capabilities： dealing with new media,mastery of network technology,response to network emergencies,awareness of network hot issues,gathering public opinions,public warning of opinions,response to network public opinions,public opinion judgement research,guidance and control of public opinions,and network supervision and management.Currently,Governments at all levels should be fully aware of the importance of enhancing the coping capacity of network public opinions.
