摘要
随着建筑施工行业总承包管理模式的发展,施工承包商也相应从单一的施工管理转变为涉及设计、施工、采购、调试等多方面的管理,管理难度和风险加大。因此,在合同实施伊始进行施工前期策划,确定管理目标,理顺工作思路,辨识实施风险,制定保证措施,可以有效控制各项管理任务按照既定目标推进。文章叙述了施工前期策划在工程管理中的作用,并以水工总承包工程为例浅述了施工前期策划的编制思路。
With the booming of management method of turnkey contracting in construction area,the contractor′s focus has turned from construction management into multi-management of engineering,procurement,construction and testing,facing the increasing management difficulty and risk.Therefore setting clear objectives and plans,identifying implementing risks and making insuring measures at the beginning of the implementation of contract can make sure the project develop toward the established goals effectively.This article narrate the role of preliminary planning in construction,and briefly state the thread of making the preliminary planning in construction by taking the example of turnkey contracting in hydraulic engineering.
