摘要
城市社区治理中政府的角色定位十分重要,它关系着社区的健康发展。根据目前城市社区发展的状况,政府在城市社区治理中应承担四种角色:社区建设的指导者;社区公共服务的供给者;社区公民社会的培育者;社区自治组织的监督者。这四种角色均有自己特定的职能。社区建设的指导者具有制定社区建设的法律法规及政策、宏观指导社区的建设与发展、引导社区文化健康发展的职能;社区公共服务的供给者具有为社区提供必需的公共产品、维护社区的治安和秩序、为社区提供基本的社会保障的职能;社区公民社会的培育者具有培育非营利组织、培育社区文化、培养居民的社区意识的职能;社区自治组织的监督者具有监督居民委员会、监督非营利组织的职能。
The orientation of the government role is very crucial in urban community governing because it concerns with the healthy development of communities.According to the current situation of the development of urban communities,the government should play four roles in urban community governing,which include the direction of community construction;the supply for community public service,the cultivation for community civil society and the supervision for community self-governing organizations.The four roles are corresponding to particular functions.The direction role takes the function of making laws and regulations for urban construction and directing the healthy development of community culture.The supply role takes the function of providing necessary public products and safeguarding the community order.And the cultivation role takes the function of cultivating NGOs and community culture and setting up the community consciousness for the community residents.
