摘要
当前中国志愿服务的发展正处在一种尚未充分发展,亟待促进、提升和推广的关键时期。本文认为志愿服务重在培养塑造志愿精神,志愿精神作为一种公民意识的具体表现,更是一种现代意识和责任意识,具有深刻的内涵和积极的价值,注定了将在更广阔的公共领域大有作为,并强调应当从政府、非营利组织、社会三个层面来探索我国公民志愿精神培育的有效途径。
The current development of voluntary service in China is in a not yet fully developed, ur- gent need to promote, enhance and popularize critical period. This article focuses on training volunteer spirit. The spirit of volunteerism as a concrete manifestation of civic awareness, is also a modem sense of responsibility which has a profound meaning and positive value, destined to accomplish much in a wider public domain. The paper stresses that we should explore the path of cultivating the citizens＇ volunteer spirit from the three levels of the government, non - profit organizations and the society.
