摘要
论述了公文管理业务历经手工管理、系统管理和数据管理的3个阶段,认为数据管理阶段是公文过程管理的高级阶段,可以实现信息共享,重构业务管理流程,从而解决多头公文管理系统业务与数据不能共享的问题。共享数据中心的建设是实施数据共享的有效方案,是数据交换的中继链,也是综合信息的集市。概述了共享数据中心的实现策略,基于共享数据中心实现公文管理的信息标准化,采用数据交换中间件技术构建共享的公文信息库,重构了公文管理的业务流程。
File management business has experienced three stages such as manual management stage, system management stage and data management stage, and the third one is the highest stage at which information sharing can be achieved and business processes can be reconstructed to share business issues and data among multiple file applications. SDC （shared data center） construction is an effective data - sharing program. It is the relay chain for data exchanging; and it is also the comprehensive information market. The implementation strategy of SDC was outlined. The standardization of file information was executed in SDC. The data exchange middleware built a shared file repository, and the file business processes were reengineered based on SDC.
