摘要
针对传统的建筑合同拍卖中很少考虑建筑物质量的问题,在建筑合同设计阶段就将质量因素考虑在内,提出基于质量因素和努力水平的建筑合同拍卖机制,用以解决业主和承包商在建筑质量上的分歧问题。从企业视角的研究结果表明,业主在招投标阶段对质量的要求越高,承包商付出的努力和成本也越大,但承包商在达到质量要求后能获得更大的利润,从而激励承包商更加重视质量。对比社会视角和企业视角的相关结果发现,企业和社会追求的目标并不保持一致,因此,政府需要在其中发挥作用。
In view of the lack of consideration of construction quality in traditional construction contract auctions, the paper proposes that the quality factor should be incorporated in the design of construction contracts and the construction contract auction mechanism based on quality factor and effort level should be established to deal with the discrepancy between the owner and the constractor concerning construction quality. It is found that, from the perspective of the enterprise, the more the owner stresses quality in the stage of bid tendering, the greater will the effort of the contractor be in this repect and consequently the higher the cost of construction, however, after meeting the requirement on quality, the contractor expects greater profit margin to stay motivated in keeping up the quality. A comparison of the views of the society and the enterprise finds that the two are after different objectives so the government should act as the regulator.
