摘要
建设高等教育强国是未来我国高教改革和发展的主题,也是我国实施科教兴国战略、建设人力资源强国和创新型国家的核心任务。高等教育强国的基本特征表现在高教正向功能的发挥、尊重学术组织特性、鲜明的国别特征以及多元高教体系四个方面。当前我国大学制度建设中面临的诸种挑战表明,创建现代大学制度是建设高等教育强国的必由路径。建立新的大学校长选拔制度,大学实行中位化管理,大学评价自主化以及强化大学协会功能,则是推进我国现代大学制度建设的基本对策。
Building China into an advanced nation in higher education （ HE ） is not only the theme of our campaign to reform and develop our HE in the future, but also the core task in our efforts to implement the strategy of strengthening our national power through HE, to build China into an innovative nation and a leading country in human resources. This paper argues that an advanced nation in HE is characterized by the proper operation of the positive functions of HE, due respect for the properties of academic organizations, promotion of distinctive national eharaeteristies, and establishment of multisystems of HE. The challenges confronting China＇ s current university system indicate that constructing a modem university system is a must if we aim to build China into an advanced HE nation. This paper argues that the fundamental approach to promoting the construction of modem university system in China is to incorporate these four strategies ： establishing a new mechanism for the selection of university presidents , implementing middle management at university, establishing an independent evaluation system, and enhancing the status of university associations.
