摘要
对江苏武进、海安、射阳新农保实施情况的调研和比较研究表明,三县基本实现了农村适龄居民的参保全覆盖;宣传方式多样,互动交流式宣传最为有效;"捆绑缴费"使享受待遇权利与履行缴费义务相对应;参保范围广覆盖。但武进新农保采用比例缴费制,而海安和射阳是定额缴费制;在经办服务效率上,武进是海安和射阳的两倍多;在待遇水平的满意度和信息的公开程度方面,武进、海安、射阳农民的评价则呈越来越低的趋势。基于此,提出转变宣传方式、发展农村经济、加强信息系统建设、落实村集体补助、全面公开并及时更新信息的政策建议。
The survey and comparative analysis on the implementation of the new rural society endowment insurance in Wujin, Hai＇an and Sheyang show that almost all rural residents have involved in the endowment, interactive communication is the most effective in various publicity ways, combined contribution makes the right to the pension correspond to the duty of payment.However, while ratio contribution is adopted in Wujin, fixed contribution are taken in Hai＇an and Sheyang.As for the service efficiency, Wujin is twice as much as Hai＇an and Sheyang.Farmers＇assessments from Wujin,H ai ＇an and Sheyang get lower and lower in the satisfaction level on the pension and information publicity.Therefore, suggestions are given that publicity ways should be changed, rural economy be developed, the information system be strengthened, allowance of pension from villagers committees be paid and information be updated in time.
