摘要
提高政府执行力是我国政府面临的重要课题,而责任因素是影响政府执行力高低的关键因素。目前,政府执行力面临着政策执行不力、行政不作为、滥用自由裁量权等问题。究其原因主要在于公务员的责任心不强、政府职责配置不科学、缺少完善而有效的责任绩效考核制度、责任实现激励机制不科学、执行责任监督不完善等方面。从责任视角看,要提高政府执行力应当做到:加强"责任意识"建设,提高公务员的责任素质;确权明责,优化政府机构配置;建立完善的绩效考核制度,并与激励机制挂钩;推行执行不力问责制,优化责任监督机制,形成责任监督合力。
It is an important task facing our government to improve administrative power of execution, in which liability is a key effect factor. So far, the government' s executive power is facing many problems such as inefficiency of policy enforcement, administrative nonfeasance, and abuse of discretionary power. The reasons lie in weak sense of responsibility of civil servants, unscientific disposition of administrative duties, lack of sophisticated and effective system of liability performance assessment, unscientific motivation system of performing duties, and incomplete supervision of duty execution. From the standpoint of responsibility, in order to improve administrative power of execution, our government must enhance construction of sense of responsibility, prompt the liability quality in civil servants, get straight rights and responsibilities, optimize the disposition of governmental agencies, set up sophisticated system for performance assessment linking motivation mechanism, carry out accountability of executive inefficiency, and formulate join force of liability supervision.
