摘要
政府采购情感绩效与任务绩效共同构成政府采购工作绩效.绩效评价由计划与目标、评价主体、绩效维度、信息来源、评价工具、评价结果使用等要素构成.政府采购绩效评价过程是动态、螺旋上升的PDCA(计划、执行、检查和处理)循环过程,可以借鉴PDCA循环原理,构建绩效评价指标体系,进行动态、多维度综合评价.
Government procurement work performance is constituted by emotional performance and task performance.The evaluation of it consists of plans and goals,evaluation subjects,performance dimensions,information sources,evaluation instruments and usage of evaluation results.The process of evaluation is a dynamical and spiral PDCA Cycle process.A dynamic and multi-dimensional evaluation index system could be built by referring to the principles of PDCA Cycle to conduct a comprehensive evaluation.
