摘要
区域财政支出与该区域的经济增长关系密切,通过采用面板数据模型对江苏省13个地级市1999—2010年的财政支出与经济增长数据之间的关系进行实证研究得出以下结论:区域财政支出与区域经济增长正相关,而且弹性相同,但由于各地级市的软硬件基础条件相异,所以财政支出对经济增长的促进程度不一;财政支出对经济增长的作用存在滞后期,且滞后效应明显,在第3年到达最大。并认为优化财政支出结构、加大区域之间财政转移支付力度、完善财政支出效果评价体系是达到提高财政支出资金效率,加快经济增长速度、减小区域经济差异等目标的重要措施。
In a region, fiscal expenditure and economic growth are always closely related. In this paper, through the panel data model, with empirical research of the fiscal expenditure and the economic growth of 13 prefecture-level cities in Jiangsu province from 1999 to 2010, the following conclusions can be reached. That is, firstly, regional fiscal expenditure correlates with its economic growth positively, even with the same flexibility. However, the promotion of economic growth that fiscal expenditure made is different, as a result of the diverse basic ＂software＂ and ＂hardware＂ conditions of every prefecture-level city. Secondly, the promotion of economic growth that fiscal expenditure made lags behind obviously, reaching maximum in the third year. The important measures to improve the efficiency of fiscal expenditure, to make contribution to economic growth and to reduce regional economic disparities, are optimizing the structure of fiscal expenditure, increasing fiscal transfer payments between regions and perfecting evolution system of fiscal expenditure effectiveness.
