电话"三难"(装电话、修电话、交费难),已成为一个普遍的社会问题。然而,在镇江市,"三难"现象已得到了比较好的解决。当93年元旦的钟声刚刚敲响,镇江邮电局领导一班人就开始思考:1992年装机任务才6000多个,今年要翻一番,全局仅有52名线务员,92年已是疲于奔命,今年咋办?这装机与维修的矛盾又如何解决?批发,指成批出售商品,是商业语言。镇江邮电局把安装移机视作一个特殊商品,利用社会技术力量,成立了带有批发性质的镇江邮电通信安装维护公司。该公司自1993年初成立以来,已批发安装16000户电话。它的有效运转,解决了邮电局劳力不足的问题,而且困扰多年的以"机"谋私现象基本杜绝,实现了有"多少装机单,就‘吃多少’、原则上装机单到位一星期内通话"的目标。但是,要实现"即申请即装机"的目标,必须解决"号"和"线"这两种货源。为解决"号",镇江邮电局千方百计上交换容量。市话交换容量由1992年底的2.9万门,迅速扩展到7.1万门,且实现了市内电话数字程控化。为解决"线",招标引进了五个线路工程队,搞起了线路会战。
Zhenjiang Post Office has proposed the unconventional development strategy with high starting point and large scale.'High starting point'refers to combining city and coun- ties into one and then establishing program—controlled tele- phone and digit—transmission network with advanced equip- ment in Zhenjiang;'Large scale'refers to the demands of giv- ing up the pattern of dispersed development in the past and transferring to the development pattern of openning the whole area with scaled managment;'Unconventional'refers to the establishment of Zhenjiang Telecommunication Equipment In- stallation and Maintenance Corporation aimed at the labour— lacking for telephone's installation and maintenance. Since 1993,Zhenjiang Post Office allocated 120 million yuan to enlarge the installed capacity,telephone users num- ber as well as develop the wireless BB call station and so on.
