摘要
经济技术开发小区是资金资源使用集中,人流物流数量较大的区域,是文化、科技、信息相对发达的区域,但同时也是生态环境在较小的空间和较短的时间内产生巨大变化的区域。因此对该类小区域进行环境影响评价和环境规划时,环境影响识别就显得尤为重要,本文将在“天津市15个经济技术开发小区”环境影响识别的基础上,概述经济技术开发小区环境影响识别的方法和共性。
A Small economic-technological development Area (SA) is characterized by capital and resources-centralizing, and large quantities of manpower and transportation. Also it is a relatively well-developed one in culture, science, technology and information. Meanwhile, the ecological environment of the small area is facing a great change in a relatively short period of time. Therefore, Initial Environmental Examination ( IEE ) is of high significance when environmental impact assessment and environmental planning of the small area is being carried out. The method and general character of the SA's IEE are described in accordance with IEEs of 15 SAs in Tianjin.
