摘要
从生活用水、经济发展和生态环境等方面分析了我国水资源紧缺的严重性；从发展规划、水循环规律、科学管理、建立节水型社会，提出了解决问题的对策．
The article discusses the serious consequence from the water shortage based on the data of water consumption, economic development and ecologic environment. It analyses various.reasons of water shortage. Based on the development plan, the rules of water circulation and management, it offers some ways of dealing with the problem.
