摘要
该文对未观测林业经济活动进行界定,并将其分为非法的林业经济、未申报的林业经济和未统计的林业经济三类,并进一步分析未观测林业经济产生的主要原因。文章认为其中既有一般未观测经济活动产生的共性原因,也有林业行业特点所决定的特性原因。主要包括:林业法律政策的约束性和滞后性,林业的行业特点加大了林业执法与监管的难度和林业经济统计的难度,部分林业行业管理制度的严苛条件直接导致了统计瞒报、林产品市场差价。
The non-observed forestry economy is defined and classified as illegal forestry economy,undeclared forestry economy and the forestry economy not to be taken statistics.The main causes of the non-observed forestry economy are not only the common factors of general non-observed economy but also the special factors in forestry.The latter mainly includes the obligation and hysteresis of forestry laws and policies,the forestry industrial characteristics which make the forestry law be more difficultly implemented and the forestry statistics be more difficultly collected,and some administerial rules which cause the forestry statistics to be disguised,variations in price of forest products.
