摘要
片面追求GDP数字和增长速度的偏向,给经济的全面、协调、可持续发展带来严重挑战,亟需矫正。重速度轻质量效益的增长方式难以扭转的主要原因是:认识偏差、利益驱动、政府职能错位和政绩考评机制失当。实现经济增长速度与质量效益相统一的主要对策:真正转变发展观念,彻底摒弃唯GDP主义;调整利益格局,促进市场主体逐利行为相对合理化;加快转变政府职能,改进政府绩效考评机制和考评指标体系。
