摘要
当对城中村进行改造并使其融入大都市的城市构造之中,是珠江三角洲各市、区级政府当前面临的急迫的挑战之一。城中村是复杂的飞地,无法简单地用一推了之的办法来解决,而是须将其物理、经济、政治、行政以及社会、文化等多方面的特点作通盘考虑,以可持续地弥合城乡差别以及传统与现代性之间仍然存在的矛盾。在出现像城中村这样的需要应对的新问题的时候,政策允许并在一定的程度上认可基层的非正规举措及自组织行为,以寻得现有问题的最适宜的解决办法。本文揭示了这样一个现象,即所谓的城中村"村长"在城中村再开发阶段中拥有一种缝隙权威(niche authority),从而能够在微观层次上共决大都市的发展。
The redevelopment and integration of urbanized villages (UV) into the mega-urban fabric is one of the urgent chal-lenges municipal and district governments in the Pearl River Delta are currently facing. UV are complex en-claves which can't be overcome by mere bulldozing strategies, instead it is necessary to comprise their multifac-eted physical, economic, political, administrational and socio- cultural characteristics in order to sustainably bridge the rural-urban divide as well as the still existing dichotomy of tradition and modernity, all converging in these small spatial units. In times where new phenomena like UV arise and have to be dealt with, the party-state allows for - to a certain degree - conceded informality and self-organization on the grassroots levels so as to find the most appropriate solutions for existing problems. This paper illuminates the phenomenon of so called UV chiefs occupying a niche authority during the stage of UV redevelopment and therefore being able to codetermine mega-urban developments on a micro-level.
